Disclosure of Tax Abatement: State Governments’ Compliance with the Governmental Accounting Standards Board Statement 77

State and local governments provide $95 billion in tax breaks annually to stimulate job and business growth.  These are often controversial due to the limited information governments provide regarding their impact.  Government accounting rules that went into effect in 2015 were established to require better disclosure.  This study of state governments shows that the well-intended rules have done surprisingly little to improve disclosure due to non-disclosure agreements that obfuscate the benefits and costs of tax abatements.
