Howard Frank, Ph.D.

Biography

Howard Frank is Professor of Public Policy and Administration at Florida International University. Dr. Frank has been Director of the Metropolitan Center since 2010 and previously chaired the Department of Public Policy and Administration (2013-2021). Professor Frank has authored or co-authored three books, numerous articles and monographs, and is the current Co-Editor-in-Chief of Public Administration Quarterly.

Dr. Frank’s major areas of interest are public budgeting, performance management, and policy analysis. Professor Frank earned his Ph.D. in Public Administration from Florida State University. Prior to joining FIU in 1988, Dr. Frank worked for the U.S. Department of Housing and Urban Development, the Delaware Department of Labor, and Broward County Office of Planning. In addition to his work with the Center, Professor Frank is actively involved with homeowner association governance and has his Florida certification for association governance.
